  • SJTU was founded in 1896 and consistently ranks as one of China’s top five universities. It is known globally for its engineering and science programs and has a number of internationally and nationally ranked professional schools. SIPA came into being in 2003 as part of the university’s effort to transform into a more comprehensive university ready to meet the challenges of globalization and economic modernization. Among other things, this meant developing an ability to educate and inform government officials and students in country studies, national security, government management, public finance, social governance, and party politics through a mix of research, teaching, and training activities and programs.
    SIPA has four academic departments: Comparative Politics, International Relations, Public Administration, and Public Economics and Social Policy. It also operates a sizeable MPA program that is active in training local officials as well as officials from surrounding provinces, cities, and townships.

    Research that matters. SIPA faculty are active researchers, with works appearing in top-ranked international and national academic presses and Chinese- and English-language scholarly journals such as Chinese Social Science, Public Administration Review, Asian Survey, and International Organization. Over the past five years or so, SIPA faculty have published more than 60 authored, co-authored, and edited books, around 500 articles in SSCI, CSSCI, EI, and A&HCI indexed journals, not to mention innumerable research reports and conference papers.
    Reflecting its commitment to research, SIPA houses a number of research centers. These centers include the Shanghai Social Science Innovation Center, the Public Opinion and Survey Research Center, a Non-Profit Sector Research Center, a Taiwan Center, a Japan Center, an Israeli Center, a Center for the Study of Multinational Corporations, and an Urban Studies Center.

    Teaching: SIPA offers B.A., M.A., and Ph.D. degrees with specializations in public administration, social security, public information management, political theory, international relations, and comparative political systems. At present, SIPA has nearly 450 B.A., M.A., and Ph.D. students, 160 international students, and 550 MPA students.
    One of SIPA’s strengths is its nearly 50 full-time faculty, a large percentage of who have spent time abroad doing research or study or whom have advanced degrees from overseas.
    There is no single teaching method that characterizes SIPA, but many faculty members embrace an active-teaching style which engages students, allows students to interact with their peers, and encourages deep thinking about key theoretical and policy issues.

    Global SIPA: SIPA’s high degree of internationalization is one of its outstanding features. This is reflected in its leadership and faculty composition, its steady stream of distinguished visitors, and its international symposium on topics such as China-Japan-US relations and Public Service, Local Governance, and Performance.
    SIPA has formal agreements with more than 20 universities and research institutes in Australia, France, Hong Kong, Japan, Russia, Singapore, and the United States. These agreements cover the gamut including faculty exchange, student exchange, joint research projects, double and joint degree programs, and collaborative short-term study programs.
    SIPA’s internationalization also is manifest in its new all-English China’s Politics and Economy MA program.

    Activities: SIPA is a hotbed of activity at the interstices of theory and praxis. Aside from numerous conferences on topics such as Public Diplomacy, China-Russia-US Relations, and Public Governance, it regularly hosts top government and university leaders, and foreign delegations. Furthermore, SIPA faculty and research centers participate in a number of consulting projects for governments, research centers, and think tanks in China and abroad.
